New Hetalia character /another african nation

EDIT: it has been confirmed that the new character is, indeed, a Hetalia country, but it's hinted that it may not be Madagascar at all. Here [link] someone concluded that it may be Ethiopia c:

It's still ambiguous but apparently the new Hetalia character that appeared in the Birz issue 16 [link] is Madagascar.
